On the other hand, the program’s reliance on private enterprise appears to be inherently in tension with the Secretary’s mandate to concentrate its subsidies among the lowest income families in the range of those eligible, since sponsors cannot be prevented from renting to eligible tenants concentrated at the high end of that range. 64
