When the plans are submitted, it issues either a conditional or firm commitment, depending upon whether further changes are deemed necessary. With a firm commitment in hand, the sponsor arranges for the closing of a construction loan at which HUD will endorse the mortgage note. Construction then begins, often more than two years after the initial application was submitted.
