In addition to these general policies that must guide the Secretary in the discharge of all his housing functions, the programs involved in this suit each bear a statement of congressional purpose that is equally binding on the Secretary in administering the particular program. Thus, Section 235 was enacted “[f]or the purpose of assisting lower income families in acquiring homeown-ership”; Section 236, “[f]or the purpose of reducing rentals for lower income families”; and Section 101, for the benefit of “qualified tenant” groups as therein defined. These expressions of intent unquestionably obligate the Secretary to administer the programs in a manner reasonably well-calculated to assist their intended beneficiaries, 24
