In his annual reports, the President is directed to compare the results of the previous year with the objective set for that year and, in the event of a shortfall, state the reasons therefor, steps being taken to prevent its recurrence, and any necessary revision of the remaining annual objectives; and, in light of experience, to “make recommendations with respect to any additional legislative or administrative action which is necessary or desirable to achieve the objectives of the plan.” 28
