While it may be doubted whether mere “concern about the equity and efficiency” of a program duly established by Congress could, without more, support an executive decision to suspend its operation, it is clear that this is not the usual case of claimed authority “to defer approval for reasons totally collateral and remote” to the purpose of the authorizing legislation.
