cretion to withhold exercise of contract authority, given him by Congress for a specific purpose, in order to determine whether that purpose would be achieved or frustrated by its continued exercise under existing circumstances. The issue is no broader because it is undisputed that, when the Secretary suspended the programs, he did so for “program-related” reasons, and not for reasons of policy — such as fiscal policy — extrinsic to the operation of the programs. 12
