This curious incentive structure also exacerbates the plight of Section 235 homeowners facing increases in taxes and insurance. Once the subsidy limit has been reached, they must bear these increases alone. Partly, as a consequence of this, the projected final default rate of 18.6 per cent may be unrealistically low, in which case the Section 235 mortgage insurance fund is ac-tuarially unsound.
