The legislative history of the 1965 and 1968 Acts is, not surprisingly, unenlightening on the precise question before us. When Congress establishes a new program, however novel or untested, it does not normally express itself on the question of what the executive officer charged with its administration should do if and when he has reason to believe that it is frustrating the policies he is obliged to serve.
