441 charsatically failed to provide administrative grievance machinery for tenant complaints of disrepair, they are entitled to an order directing those officials to administer the federally-funded public housing program involved in this case in compliance with the requirements of section 1437d(k) and the applicable HUD regulations. We leave the precise scope and content of any such prospective relief to the district court to determine on remand.
