545 charsThe district court dismissed the complaint for failure to state a claim upon which relief can be granted, concluding that the District’s alleged violation of the Act and HUD regulations could not be redressed in a suit by tenants against local housing officials. We conclude that the plaintiffs state a valid claim for relief under 42 U.S.C. § 1983, and we therefore reverse the judgment of the district court and remand for further proceedings consistent with this opinion.
