396 charsWe therefore hold that the plaintiffs have alleged a violation of both section 1437d(k) and HUD’s grievance procedure regulations. Because the plaintiffs can redress that violation in a section 1983 action, we need not and do not consider whether the plaintiffs could also succeed under their constitutional, implied private right of action and third-party beneficiary theories. 14 IV.
