Those provisions included the ability of federal and state agencies to seek civil penalties for statutory violations, the ability of “any interested person” to seek judicial review of federal agency action concerning the statute, and two separate citizen suit provisions specifically authorizing private parties to seek injunctions to enforce certain aspects of the statute.
