. The monthly payments into the registry were equal to the rental payments under the lease; indeed, the issue of code violations had not been raised at the time the protective order was entered. In a case where code violations serve as the basis for ordering payments into the registry in an amount less than the monthly rent, see Bell, 139 U.S.App.D.C. at 111, 430 F.2d at 484, that issue is necessarily in the case at the time of the disbursement proceeding, just as it is when the court confronts a holdover tenant.
