The present case is obviously quite similar to Novosel and Bishop. The courts in those cases held that the at-will doctrine ought not to be automatically followed where its application would chill the exercise of rights protected from governmental restraint by the First Amendment. These decisions make eminent sense, and we should follow them. "Our progressive capital ought not to be left behind." Gray v. Citizens Bank, 602 A.2d 1096, 1099 (D.C.) (Schwelb, J., concurring), vacated, id. at 1102, opinion reinstated on denial of rehearing en banc, 609 A.2d 1143 (D.C.1992) (en banc). V.
