290 charsD.C.Code § 42-3402.08(a)(2) (prohibiting owner from evicting or sending notice to vacate to a low-income elderly or disabled “tenant.”). In other words, the statute protects from eviction low-income disabled tenants who at the time the amendment came into effect were also lawful tenants. 4
