402 charsD.C.Code § 42.1904.08 (2001) requires that the owner seeking to convert rental units give tenants 120-days notice of the conversion, and afford them the exclusive right to purchase their units on terms at least as favorable as offered to the general public. If the notice' of conversion specifies a date by which the apartment unit shall be vacated, the notice constitutes a valid notice to vacate. Id.
