In ascertaining the legislature’s intent, we may be guided by the following statutory presumptions: “the legislature intends the entire statute to be effective and certain,” and “the legislature does not intend a result that is absurd, impossible of execution, or unreasonable.” MinmStat. § 645.17 (2008). “Every law shall be construed, if possible, to give effect to all its provisions.” Minn. Stat. § 645.16.
