696 chars(b) Use of commercial metal containers shall be permitted for the storage of refuse provided the owner of the property where the container is located and the contractor supplying the container complies with all rules and regulations of the fire department, the department of health and human services, the department of inspectional services and all other municipal, state, and federal laws, ordinances, rules and regulations relating to such use or location. In no event shall the owner allow, nor shall any contractor empty, any commercial metal container between the hours of 10:00 P.M. and 7:00 A.M. This prohibition shall not apply to those containers servicing primary or secondary schools.
