(e) A Tenant who receives notice of a rent increase that
they believe does not conform with this Section may file an
appeal of said rent increase with the Rent Board. Upon receipt of
the appeal, the Rent Board shall schedule a public hearing to be
held no more than twenty-one (21) days after the filing of the
completed appeal application. At the public hearing, the Board
will consider the rent charged under the existing Rental
Agreement, the amount of the proposed new rent, and the factors
which may or may not allow such an increase in accordance with
this Article. Upon consideration of such evidence, the Board will
render a decision as to whether the increased rent is allowable.
If such an increase is more than is allowed by this Article, the
Board may impose such fines as are allowed by this Article.
