362 charsThe board may have learned from experience that where only a small percentage of an increase is withheld, the landlord lacks sufficient incentive to make the necessary repairs, particularly where the cost of the repairs would exceed the amount withheld, in which case the landlord might well decide to forgo both the remainder of the increase and the repairs. 17
