387 charsThe landlord’s next argument is based on the Housing Court’s finding that “while the apartments were not rendered uninhabitable, certainly habitability was in fact affected.” The landlord suggests that since the absence of the locks required by G. L. c. 143, § 3R, did not render the apartments uninhabitable, the statute is not a law “governing conditions of habitability.” We disagree.
