Super. 288 (1979), the Appellate Division upheld a municipal ordinance which required “substantial compliance” with city and State housing codes as a condition of periodic increases in rent. “The coupling of certain rental increases with . . . the basic habitability of the rental unit is . . . reasonable .... Rent control would be self-defeating were landlords permitted to reduce maintenance expenditures and allow buildings to deteriorate because their profits have been regulated downward.” Id. at 303.
