It was thus the opinion of Congress that a regulation tying rent levels to habitability (i.e., “repair . . . and maintenance”) was within the authorizing language of the Federal act. Given this, we think it significant that the language enacted by the Massachusetts Legislature in the Boston statute is virtually identical to that of the Federal act. Cf. Prudential Ins.
