The City also provided evidence indicating that rehabilitation would cost more than the bid amount of $145,000. Specifically, the City’s senior code compliance officer estimated it would cost $350,000 to bring the property into code compliance; this figure was $200,000 higher than the bid obtained by the receiver and did not include the cost of preparing plans or permitting fees.
