Pursuant to section 17980.7, subdivision (c) (section 17980.7(c)), on December 6, 2004, the City filed the instant “Petition for Appointment of Receiver and Other Relief.” The petition alleged that numerous serious code violations on the property presented a substantial threat to the health and safety of the residents and the nearby community.
