Moreover, the majority does not even attempt to ground its interpretation of a HUD-only duty in the text of the statute. The enhanced voucher' statute, as amended, provides that ‘'the assisted family may elect to remain in the same project in which the family was residing on the date of the eligibility event for the project....” 42 U.S.C. § 1437f(t)(B) (emphasis added). HUD is not mentioned in this clause, nor even alluded to. The statute does not read “the Secretary shall.” Rather, as a purely textual matter, this is a right granted to the voucher-holding family. Cf. Gonzaga Univ. v. Doe, 536 U.S. 273, 122 S.Ct. 2268, 153 L.Ed.2d 309 (2002) (looking to whether a statute’s, text is. “phrased in terms of the persons benefited”). The tenants are given the right to remain, and the statute places no limit on whom that right may be exercised against.
