864 S.W.2d at 328. That this Court construes Missouri’s statute in a different maimer from that urged by appellant does not result in a federal constitutional violation. Furthermore, counsel’s argument on behalf of appellant in this respect fails to cite applicable and available authority contrary to the position urged in his brief. Counsel has an obligation to cite all relevant authority, including authority contrary to his position.
