400 chars. D.C.Code § 42-3502.07, which was referenced in section 42-3502.08(b)(l), provided in pertinent part that “[t]he rent ceiling for a particular rental unit ... may be increased ... (l)[a]ccording to 42-3502.10 to allow for the cost of capital improvements.” D.C.Code § 42-3502.16, which is referenced in section 42-3502.08(b)(2), described the process for submitting a capital improvement petition. 4
