370 charsConsistent with the foregoing, we conclude that before the Rent Administrator could approve Dorchester’s petition for an adjustment in the rent ceiling, it was required to find that Dorchester House was presumptively or actually in substantial compliance with the housing code. The Rent Administrator could make this finding on the basis of a pre-petition inspection, 14
