These interruptions to the flow of water have been so severe and continuous that
they have had a deleterious effect on the mental and physical health of the Tenants and
their ability to have water for themselves and their cow. The impact of the lack of water
has also resulted in extreme inconvenience to Tenants, forcing them to forego normal
social visits as well as to drive to use toilet facilities and to obtain potable water.
