There was testimony that the situation is demoralizing and has contributed to Ms.
Norrie becoming depressed and unmotivated. There was no expert testimony that she has
a clinical diagnosis of depression. She cannot have her 4 year old and 7 month old
grandchildren visit at her home because of the lack of water and the inability to maintain
cleanliness.
