The evidence is overwhelming that Tenants have suffered for two years not only
the lack of a sufficient and reliable water supply and the inconvenience and discomfort
that a lack of water entails, but constant uncertainty, annoyance, and resulting humiliation
and indignity that comes from not being able to maintain cleanliness.
