Nonetheless, water shutoffs continued. In late July of 2011, the Town Health
Officer inspected the house and issued a Report on August 1, 2011 that stated: “It is
really hard to pinpoint what is going on as this water supply comes from a pump at Mr.
Franklin’s house. I am quite sure Mr. Franklin turns it off & on to cause the Goodwins
aggravation because of alleged rent issues.”
