Landlord testified that he has never purposefully interrupted the Tenants’ water
supply, “ever,” and that “the water is perfect.” The Court does not find this testimony
credible. He also testified that he only has problems with tenants when they do not pay
rent, and that he is being stolen from by the Tenants, who he considers to be
“freeloaders.”
