*277Section 32C authorizes the owner landlord of public or subsidized housing to seek an injunction prohibiting a person engaged in certain unlawful activity from entering or remaining on or near the landlord’s property. Section 32D per^ mits a tenant to file a civil action requiring the landlord to take action pursuant to § 32C.
