495 chars2. Illegal utility charges. General Laws c. 186, § 14, as appearing in St. 1973, c. 778, § 2, prohibits a landlord from "transfer[ring] the responsibility for payment for any utility services to [a tenant] without his knowledge or consent." A person who violates this prohibition is subject to criminal penalties and "shall also be liable for actual and consequential damages or three month's rent, whichever is greater, and the costs of the action, including a reasonable attorney's fee." Ibid.
