The stated purpose of the Santa Monica Rent Control Law (RCL) is to “regulate rentals so that rents will not be increased unreasonably and so that landlords will receive no more than a fair return.” (RCL, § 1800.) To accomplish this purpose, the Board is directed to require landlords to justify any rents in excess of the base rent ceiling. (Ibid.) 1
