513 charsReal parties in interest in the superior court proceeding are tenants of plaintiff (hereafter petitioner) Donald T. Sterling, residing in an apartment complex in the City of Santa Monica. Real parties filed petitions with respondent rent control board, seeking rent decreases pursuant to sections 1805(c) and 1805(e) of article XVIII, on the ground that petitioner had failed to provide adequate housing services or to maintain real parties' rental units in a habitable condition and a state of reasonable repair.
