The court takes judicial notice of the high-crime rate in New York City, especially in New York’s impoverished neighborhoods. A secure apartment door is the last line of defense against forced entry by intruders. The landlord’s failure to secure the apartment endangers the tenant’s safety and frustrates his or her ability to make reasonable use of the premises.
