460 charsIt is undisputed that serious criminal activity, especially drug-related activity, has created a dangerous environment in many public housing projects. Officially recognizing that “public and other federally assisted low-income housing in many areas suffers from rampant drug-related crime,” Congress sought to address the problem with the Anti-Drug Abuse Act of 1988. 42 U.S.C. § 11901(2).
