PENALTIES FOR VIOLATION OF THE RESIDENTIAL RENTAL PROPERTY
BYLAW
Criminal Enforcement: $300
Noncriminal Disposition: $300 (enforcement by: Building Commissioner, Inspection
Services, Fire Department, Police Department, Health Department)

Purpose
This bylaw is adopted in furtherance of the following public purposes:
(1) To implement a proactive rental inspection program to eliminate housing blight and to
ensure the safety, health, and welfare of its residents;
(2) To recognize those Owners that are responsive to Occupant, Property, and neighborhood
needs;
(3) To provide clear and accessible guidelines for the operation of rental properties for
tenants, Owners, and neighbors, and to extend awareness of Town zoning bylaws, general
bylaws, and regulations related to operation of a Residential Rental Property and the quiet
enjoyment of Property;
(4) To work with Property Owners to help bring Residential Rental Properties into
compliance; and
(5) To identify rental units in Amherst on a continuous and recurring basis.
