4. Person: An individual, executor, corporation, trust, partnership (including general
partnership, limited partnership, and limited liability partnership), and a limited liability
company. In addition, any similar entity permitted by law to hold title to real estate shall
be deemed a Person.

5. Person-In-Charge: Any Person having charge, care, control, or management of a
Property, the Owner of the Property, and/or a Person who is authorized to act on the
Owner’s behalf with regard to the Property.

6. Property: All lands, including all structures, improvements, and fixtures thereon, and
Property of any nature appurtenant thereto, or used in connection therewith.

7. Public Nuisance: An unreasonable interference with a right common to the general
public, such as a condition dangerous to health, or that otherwise threatens the general
welfare of a neighborhood or the Town in general and includes, but is not limited to
repeated or persistent, activities that could be deemed violations of State and local laws
and local regulations and as further defined in Section C.2 of this Bylaw.

8. Underage Person: Any person under 21 years of age.

C. Public Nuisance Violations.
1. It shall be a violation of this Bylaw to create, host, allow, attend, or engage in a Public
Nuisance.

2. A Public Nuisance may include but is not limited to repeated or persistent:

a. Activities that could be deemed a violation of federal or state law, or local bylaw or
regulation, including but not limited to the following Laws, General Bylaws, Zoning
Bylaws, and Town Regulations, whether or not an enforcement action is taken under
the specific law, bylaw, or regulation:
