389 charsSection 34-18-2(b)(l). Thus the act’s intended and actual effect is to supersede any common-law rules relating to residential tenants and landlords in conflict with its provisions. Among those obligations that the act imposes on landlords is the duty to “[m]ake all repairs and do whatever is necessary to put and keep the premises in a fit and habitable condition.” Section 34-18-22(2). 3
