612 charsSection 19a-87b-9 is contained within title 19A, “Public Health and Well-Being,” of the regulations and is part of the subsection governing “Family Day Care Homes.” It does not purport to be a building or housing code generally and would not apply to any landlord-tenant relationship not involving a family day care home. A review of the relevant case law indicates that the sorts of code violations § 47a-7 is concerned with relate specifically to the habitability of the property for the occupants and directly implicate the landlord-tenant relationship.
