We are in no position, however, to weigh these economic and social arguments; it is the role of the legislature to consider these alternatives and enact legislation it deems appropriate. In the absence of a clear indication of legislative intent, it would be speculative for us to assume that the legislature intended to follow any of these particular policies. See White v.
