It was adopted against the background of a severely constricted rental market in which it was reasonable to suppose that a tenant’s departure would ordinarily inflict little if any injury upon the landlord, who could immediately find a replacement. The relevant purpose of the Ordinance was thus to “protect tenants from . . . arbitrary, discriminatory, or retaliatory evictions.” (Ord., § 13.76.030.)
