its eviction-control provisions apply to “all real property which is being rented or is available for rent for residential use in whole or in part.” (Ord., § 13.76.050.) As potentially relevant here it provides, “[n]o landlord shall be entitled to recover possession of a rental unit covered by the terms of this chapter unless said landlord shows the existence” of one of 11 grounds for eviction. (Ord., § 13.76.130, subd A.) Failure to specify one of these grounds in a notice of termination or notice to quit, or in an unlawful detainer complaint, is a defense to any action to recover possession. (Ord., § 13.76.130, subd. B.)
