In the writ petition, respondent argued that Board’s decision including parking as an amenity violated the Act’s prohibition against changing rents. The Act provides that upon request, the landlord and tenant must be provided with a certificate of the permissible rent levels of the rental units. (Civ. Code, § 1947.8.)
