432 charsContrary to the Board’s position, there is nothing in the Petris Act which suggests that the landlord’s and tenant’s appeal rights are limited to the initial certification process. Indeed, the statutory language suggests otherwise. Civil Code section 1947.8, subdivision (c), refers to “[a]ny appeal of a determination of permissible rent levels as reflected in the certificate, other than an appeal made pursuant to subdivision (b)
