492 charsat p. 1212.) In that type of situation, “[i]t would be unworkable and unreasonable to apply the ordinance .... The ordinance contemplates that landlords will provide repair and maintenance services, which by necessity will at times inconvenience the tenants. . . . [This] type of inconvenience, which may interfere with housing services but which does not substantially interfere with the right to occupy the premises as a residence, does not entitle a tenant to a reduction in rent.” (Ibid.)
